As of 2004, federal tax relief applies to films that have production budgets up to $15 million and spend at least 75% of services wages in the United States. The allowable budgets can go up to $20 million if the shooting and expenditures are within the Delta Regional Authority, which includes Little Rock’s Pulaski County, as well as over half of the counties in Arkansas.
100% of all production costs may be deducted as allowable expenses in the first year of expenditure. As a result, the cost of the film production can be deducted as an expense on tax returns in the first year of production.
